The main points of the suggestion was 1. Allow fleets to be composed of ships in different locations. 2. Allow routes to be defined using Planet,Fleet,Cargo,Dest instead of the current Planet,Cargo,Dest 3. Any ship without cargo space is considered to be carrying EMP. Since the routes would only affect ships within a specified fleet you could A. Establish a patrol route. B. Have a planet receive cargo shipments from several different sources and return the empties to the proper location. C.
