Given I haven't read the rules in a while, I'll guess and say
after production, but before unloading. It really makes very little
difference in the greater scheme of things, to be honest.

Colonists don't grow. Population grows. Population in excess of the max
size of the planet is converted into snap frozen colonists, ready
to be shipped off to a new planet.

So, if you have a planet of size 1000 (a homeworld), with a full
population
of 1000 at the end of the turn, you will have a pop of 1000 + 1000 x
0.08 =
1080. 80 of your pop gets snap frozen. Every 8 pop = 1 col, therefore
you will end up with live pop of 1000 and snap frozen col of 8.
