Play-By-Mail or E-Mail allows you to become a player in a game without having to be present at the site where the game is being played. Imagine playing Diplomacy or Dungeons & Dragons with a person in London, UK when the other players are in New York, NY, Madrid, Spain and Tokyo, Japan. You can't just make your move as all the participants in the game are too far apart, so you write down what you want to do in a set of orders and send them to the guy in London (or wherever). He makes the moves, determines the results (based on what the other players wrote in their orders), then sends back the results - which you study to create your next set of orders. Some Play-By-Mail is heavily based on specific orders (Attack X, Supply Y, Move to Z) while others are more freeform ("My character is uncertain about his situation, but decides to head towards the back of the room and open the chest, taking care to look out for traps."). Either option could be played through the mail or posted over the internet. Have I made this a little too complicated now?
