Yes and as it happens I use Delphi.

To grab mail I use a simple TPOP3 component and send it out using
a TSMTP component

Mind you, I'm giving serious consideration to HTML for the player side
for my next game,
it's probably more available than Windows, Java or any of the other
possibilities.
