Not entirely true.  I have a motherboard that I bought in 1995 the
bios can not handle any date after 1999. I have changed mother boards
in my PC since, so I'm not sure if a bios flash is available or not.
If it is the that would most likely fix it.  There are however many
PC's that the bios can not be upgraded.  I work with PC's every day
and many (and I mean many) people are still using DOS on 486 33Mhz
computers.  I do agree though most people using PC's at home have
little to worry about.  If your not sure about you computer harware
just set you date to 12/31/99 at 11:59 P.M. shut down and wait a few
minutes.  Restart you computer. Check the date if the date is
1/1/2000, your harware is most likely ok.  Your software that's a
different story.
