That would mean (from my original post) that Player B was sending scouts
with no guns and hadn't colonised any planets which I think is a strange way
to play just to prevent enemies from getting your homeworld :-)

Plus Player B would have to send no orders for three turns (having no
offensive/defensive ships and having not colonised any planets). The proposal
I made (which its good to see everyone has ignored and turned into "what I'd
like in a Galaxy AI bot" thread) was to reduce the advantage gained by being
next to an early idle player not to remove homeworlds altogether.

So the homeworld would get turned into an ordinary planet _if_ all of the
following are true.

a) The player has gone idle for the three turns.
b) The player has never colonised another planet.
c) The player has not produced a ship with guns, ever.

b) and c) are the criteria which I'd have thought require discussion. Frans'
idea that one could be turn < 10 makes sense too.

Its _very_ unlikely that I will ever find the time to write an AI system
(although I have got a good turn analyser on the go at the moment that could
be pressed into that capacity) and if I wrote one I wouldn't release the
details of its strategy to the group because that would remove the point of
the thing.

Any standard Galaxy players got any objections to my Homeworld removing
plans ? As I seem to be the only Standard GM left I might just implement it
and see how it goes....
