Secondly, if you do not have enough ships to ship everything you have at a system it will ship things in different order i.e. ships are sent on routes with the following items COL,CAP,MAT end empty. This means that you probably just is sending round COL at your planets. I.e. your CAP probably never gets shipped and yes you have a problem. You should only have routes for thing you need to ship the ring you show will just ship COL round between these A,B and C and nothing else, it is very ineffective.
