This is my idea on how to handle "dropped" or "dead" players.  This may or
may not make any sense.  Comments appreciated.

If a player is booted from the game for not submitting turn reports, their
empire is taken over by a simple AI.  The following things happen:

A)  All peace and trade treaties are broken, declaring war on
everyone.

B)  All movements of goods between colony worlds is halted.

C)  No research is conducted

D)  All production is geared towards producting an isolationist
stance.  Orbital defense platforms are produced at each world producing
ships with the following stats:

Drive: 	     0
		# of Guns:   20% of production capability, rounded down
		Gun Size:    50% of remaining production
                Shield Size: 50% of remaining production
                Cargo:       0

Any player that actually QUITS the game can either have their empire
disappear (like current) or be taken over by the DEAD PLAYER AI, at the
choice of the game master.

This keeps the AI's job simple and somewhat of an effort to conquor (cuz
they'll have all kinds of defensive platforms!)  It's also somewhat
representative of an empire without a leader.
