"Effective Industry"  can be calculated as 0.25 * Pop + 0.75 *
Ind  or as Ind + 0.25 * (Pop - Ind) which is the same thing mathematically.
A fully populated homeworld with no industry has effective industry of 250;
The same homeworld fully industrialized has effective industry of 1000.

Your "max ship mass" will depend on
- the effective industry
- the resource value or presence of MAT
if MAT is available your max ship mass is 10% of your effective industry.
Without MAT you lose about 1% on a homeworld and about 50% on a world with 0.1
resource level.

"Ships per turn" depends on the "max ship mass" and the size of the ship that
you are trying to build.  Assuming that the size of the ship being built stays
constant, changing the max ship size should change the ships per turn - there
may be a glitch in whatever viewer/tool you are using.
